Stage a large chat attachment and get an adoption ticket

Uploads a chat attachment that is too large for an inline data URL through the resumable chunked protocol (the same one the collection upload endpoint speaks). The assembled bytes land at their checksum-addressed location in the files bucket; the final response carries a one-shot ticket URL (docana-attachment:<id>) to put on the message in place of the data URL. No Document is created until the message that carries the ticket is processed.
